Web Site Use and Linking Policy

Web Site Terms and Permitted Uses
The Village of West Salem views the use of its Web site and the provision of links to external Web sites as a public service that can benefit its citizens and other site visitors. Overall, the Village’s Web site should provide useful information and reflect a positive and inspiring image of West Salem to citizens, businesses, and visitors. The Village’s Web site should reflect West Salem’s concern for its citizens, its technical progressiveness, and its support for economic and business development. The Village will select links to external Web sites to the extent the links help support these goals.

Links on the West Salem Web site should also satisfy a governmental purpose. In particular, the Village will consider providing links to sites that promote and protect the public health, safety, and welfare. The Village also reserves the right to determine where external links will appear on its Web site, i.e., what page the link appears on and where the link is placed on the page.

The following list contains examples of Web sites that West Salem will consider when selecting links and/or allowing information to be placed on the Village Web site:

  • Other official Government Web sites
  • Non-partisan Web sites that encourage the informed and active participation of West Salem residents in government
  • Announcements and promotional events sponsored by non-profit and area civic organizations
  • Web sites of nonprofit institutions, organizations, or associations whose purpose is to provide the public with access to the arts, humanities, local culture, or education
  • Web sites of nonprofit organizations whose primary mission is to provide employment, health, and other human services to West Salem residents
  • Web sites of nonprofit neighborhood organizations
  • Web sites of organizations funded by the Village of West Salem
  • Web sites of nonprofit organizations that help people find housing and encourage homeownership in West Salem
  • Web sites of organizations that provide an index of housing options in West Salem
  • Web sites of nonprofit organizations that provide support to other nonprofit groups or West Salem businesses
  • Coulee Region area Chambers of Commerce and other West Salem-based business association Web sites
  • Area visitor and convention bureau Web sites and other Web guides that provide an index of area hotels, restaurants, retail stores, and other similar businesses
  • Internet mapping services
  • Non-partisan Web sites that provide information about public and private schools and post-secondary institutions in West Salem
  • Local and regional broadcast and print media Web sites
  • Web sites of area professional sports teams and venues in the area where their games are held
  • Web sites of public or private organizations that have established a partnership with the Village of West Salem government to help it meet its strategic goals

This listing includes examples of Web sites and information that would be consistent with and supportive of Village of West Salem goals. However, the provision of a link to any site is not an endorsement of the organization or of site content. Likewise, permission to include information on the West Salem Web site given to any organization is not an endorsement of said organization. The Village is not responsible for the content of any linked site or any link contained in a linked site.

The Village of West Salem’s Web site will not provide links to:

  • Sites promoting illegal activities
  • Sexually explicit sites
  • Sites containing information that violates any of the Village of West Salem’s affirmative action or equal opportunity policies

The Village Administrator and www.westsalemwi.com’s Webmaster will make the final determination on links to and any information to be included on the West Salem Web site. An appeal to that determination may be filed in writing with the Village of West Salem Board of Trustees within thirty (30) days of the determination. Appeals will be decided by the Board of Trustees within sixty (60) days of the written appeal.

Requests for clarification of and suggestions for changes to this policy should be submitted to the Village Administration Office. The West Salem Administrator has responsibility for changes to and interpretations of these policies. To comment or inquire about their content, please contact the Village Administration Office.

Request Procedure
Request forms for permission to link to, include, or update information on www.westsalemwi.com are available at the Village Administration Office or may be downloaded from the West Salem Web site. The request form should be completed and submitted to the Village Administration Office.
